If you leave it empty a default Featured Article pane will be shown here, if you do provide content it will be shown here in full instead, or as an excerpt only if you mark it up appropriately with {excerpt} wiki tags.

Alternatively, you can create a page Side Panel Part Eight and it will be shown here in full, replacing this text and the Featured Articles link entirely.
